I don't see any ticket from you so I assume you made an user report. The reason no one is responding to it is because no one can, comments are disabled on user reports. The name is pretty explicit : they're user reports. Their purpose is not to help you, your involvement stop with the creation of the ticket.
If the winner doesn't leave feedback, create a "Request Received Feedback" ticket. You'll have to wait until the giveaway ended at least a week ago to be able to create the ticket.

I sent the gift to the winner but he did not give his feedback, then he got banned after some time for 5 days (he's now unbanned), and I still don't know if he activated it on another account or not, so I can't request a new winner...
