23 states in the U.S. have no sales tax on digital products whatsoever, while those having some sort of sales tax (ranging from 1% - 7%) are according to some in violation of the IFTA (Internet Tax Freedom Act). Whereas in the EU VAT does usually apply, with that VAT on digital products being e.g. in Germany afaik 19%. And that is where that price difference is from.

With physical goods there may be also some import duty involved... and retail prices may vary not only because of eventual varying sale margins of retailers but also because they are probably purchasing it at different prices (meaning that logistics costs from China to U.S. are probably a bit cheaper than from China to Europe).
Talking about them digital copies on Bundle Stars, $1 has been since 2015 something around 0,9 Eur. When i.e. 20% is added to 0,9, then that is 1,08 Eur. In this example one could argue about that 1 cent, but matter of fact also is that in 2017 the exchange rate was above 0,9 until quite recently.
Of course, if in some EU member that VAT for such products is perhaps merely 5% then I understand that it seems unfair if Bundle Stars charges based on highest VAT in EU. But other than that I do not think (UK based) Bundle Stars is trying to milk especially EU customers as the price difference between U.S. Dollar and Euro seems to leave Bundle Stars with the same amount for sold product regardless of whether purchased at Dollar or Euro price.

I like that we get a key for Vanguard Princess Director's Cut DLC when its free on steam and therefore cant acitvate the key :)
