I've a question about playstation plus. Lets say I make a US ps account and get ps+ on there, Will I be able to play playstation plus games on my European account? And lets say my playstation plus on my US account expired will I be able to play those games on my EU account? Which still has playstation plus.

The games they provide you for access are different, so it's a no. You cannot play on an EU account US ps+ games and when PS+ expires, the games won't be open for you to play unless you pay for another month and etc.
