For Europe, the only issues are with Resident Evil 6 and Resident Evil (based on the info we got so far in OP, which seems to be almost complete).
Resident Evil excludes Japan by default, while the Europe region lock for Resident Evil 6 is shared with RU/CIS (they bunched up these 2 regions together for some reason).
However, if your purchase is made from Germany, you might get low violence versions for some of the items in the bundle (Resident Evil 6 at least). I'm not sure if they have different app ids or just some extra depot. If it's the latter, then it should be safe to make a giveaway, but keep in mind that not everyone wants the LV version on their account, if they can't remove the restriction.
Did you have any keys labeled as "LV" or marked / named in any special way on your purchase page?

T1 should be ROW for you, except that you should restrict Resident Evil for Japan, since they can't activate your key.

Funny, the keys for RE1 and RER are ROW, but Steam tells me (Licenses and Activations page) that I got with region lock:

So your keys activate these subs:
Resident Evil (Sub 57566)
Resident Evil Revelations (Sub 27842)
Resident Evil Revelations 2 Episode 1 (Sub 60704)
but on your licenses page you see other subs activated, namely:
Resident Evil / biohazard HD REMASTER (RU/CIS Key Only) (sub/74066 instead of sub/57566)
Resident Evil Revelations Retail (RU/CIS) (sub/27051 instead of sub/27842)
RER2/BHR2 Episode One: Penal Colony (RU/CIS Key Only) (sub/74070 instead of sub/60704)
Could it have been that you already had 57566 / 27842 / 60704 and you activated the RU/CIS subs on top?
If you use the SteamDB extension, do you see now both the ROW subs and RU/CIS subs marked in green?

All right, I updated the OP.
In the future future, please be a bit more careful that what you report is correct. A regional info breakdown cannot be found anywhere else on the internet and a lot of people depend on its correctness, starting from giveaway creators (for example, all T1 giveaways created from RU/CIS will now have reroll tickets because the OP claimed that they receive ROW keys based on your comment), and spreading further to other forums like pretty much the biggest Steam-related Chinese forum. Resellers from RU/CIS will also have a lot of refund tickets if they created their listings as ROW.
So may I ask, how did you come up with the original ROW subs?

I installed this add-on for steamdb, (I didn't use it, so I didn't know all the subtleties of what and how it shows), I went to the game page in Steam, and it wrote this subids to me under the "buy" button. I wanted the best, it turned out as usual :( I just had to leave the first sentence that there is a regional restriction.

Somewhat hesitant, it seems like a good package but $30 is a bit expensive to not have the dlc. I think I will buy tier 2 and the new ones I will try to buy in some offer with their dlc. At least this time they didn't give coupons for you to buy the dlc separately xD
What I don't understand is why 4 is in tier 3 if it is on sale for 2 or 3 USD

That's a RU/CIS + Europe list - these countries receive region locked keys.
Based on this message, you (and everyone else who is not in RU/CIS or Europe) seem to receive ROW keys.
If you had received a LATAM locked key, the notification would be "can only be activated in these countries" + the LATAM countries list.

That's because the notification doesn't actually mean "cannot be activated in", but more like "these countries receive region locked keys".
People who receive ROW keys will always get this kind of notification, as long as there's someone else out there receiving locked keys.
Humble Bundle notifications are thus in most cases misleading and that's why we try to come up with the REAL region locks info for every Humble Bundle, based on what actually exists on SteamDB + comments.

Great bundle for people who miss t2 and t3 stuff, or just don't own any of the Resi games. Heck t1 is also great for those looking to dip their toes into the franchise. Shame no Gold Edition for 7 and Complete Edition for 6.

Ooof. That price. I don't have any of these games and I've wanted to get into Resident Evil. My original plan was to just buy 7 when it goes on sale and start with that (I have RE Village, wanted to play 7 before playing that.) But I'm trying to save money. But for all of these it's not a bad deal. What should I do?

Just buy it (unless the reason you are saving money is something serious). The price is pretty good. Specially if you got nothing. RE2 and RE3 alone make around 20 bucks, that is 2 games out of 10 (yes, 10, 1 item is a coupon and the other item is a bait and switch tactic, resident evil revelations 2 episode 1 is not included standalone, they "remove" that because the deluxe edition is included in the two highest tiers, but they still mention that episode 1 standalone as part of the entire package on those 2 tiers).
See it like this, the price you are giving here, is like, RE2 + RE3 + RE4 + RE7 combined on their best values (no more than 30 bucks imo). Everything else can be considered as extras at this price point. Basically: RE0 + RE + RE:R + RE:R2 + RE5 + RE6

I only own RE2 and RE Village. This would be pretty much everything I care about, and some stuff that I dont, but it sure is expensive. Almost certainly buying tier 1 though

I suppose it's a good deal if you don't own any REs and want them all.. but most people interested probably have quite a bit of this bundle already, and lacking the latest entry.
