re: purchasing more than one, I received an email from HB saying I had to wait until the limit timer reset, usually 24hrs, but it had been 4 days and still couldn't purchase it. So I used my account on my phone instead of my pc and a different payment card, and it went through!

because I bought from Canada it can be activated anywhere, including RU/CIS - except Japan.

The gift link notification is often misleading. It doesn't necessarily mean that the key you receive is not redeemable in those countries. Most often it means that those countries will receive a region lock key of sorts, or nothing at all.
That's why I try to list all the subs on the thread, since the information presented here is much more accurate (especially when it's confirmed) than what Humble Bundle makes you believe you receive.
So, looking at the sub listed here https://steamdb.info/sub/84647/info/ you see that there are no regional restrictions. It's redeemable everywhere regardless of what Humble Bundle shows you through their notification.
Only RU/CIS and Brazil receive a region locked key.

I don't think I've seen a key that can be redeemed in USA but not in Canada, they're usually caught in the same region locks (North America) and usually receive keys that can be redeemed worldwide. When USA / North America receives a region locked key, I make sure to mention this in the OP. So yes, you can disregard the gift link notifications most of the time. The OP will usually tell you this, but give it let's say 12h - 24h until this info gets compiled from users' reports, screenshots, what exists on SteamDB, what people newly index on SteamDB and overall publisher history. It's a pretty complex triangulation / pentagulation (is that even a thing?) process if you so want.

Yes, it doesn't mean anything relevant.
You only need to look at red boxes with:
"This package can NOT be activated or purchased in specified countries"
or
"This package can only be activated in specified countries"
