Is is not possible to create giveaways for certain games?

I tried to create a giveaway for SpaceChem, but the giveaway creation shows no results. Has something like this happened to anyone else? Does anyone know why?

I think it's because it was given for free at some point quite recently actually, so it's considered an exploited game.

SpaceChem was there earlier today, must be because it is being dropped for free with the newest Humble Bundle purchase.
