GTA 4 on sale?

Since it's region restricted here, i can't see the 2 other games available right now (i see skyrim and sleeping dog), my guess is GTA IV one of them?

If so can someone tell him how much off is it?
Also if someone gift it to me, will i be able to play it? I know it's possible with some games, but not with others. I'm wondering in which category GTA is falling?
