I personally feel that they should be. I have become very wary of keys as of late. They could be exploited, stolen, bought from sites that could get you banned, region locked, etc. You just never know what you're getting yourself into when accepting a CD key from a stranger.

I could simply steal a credit card and use it to buy 100 copies of a game like Skyrim and create tons of giveaways. From the 100 winners, 4 or 6 of them would get worried as hell when they discovered how did I get those copies, because Steam doesn't accept receiving gifts from strangers, no matter the occasion, they will have all the right to ban your account and you will be wrong.

I'd be worried with anything I won, too bad I'm too poor to care.

Agreed, but I'd compromise for just having it require people who are submitting keys to state where they got the key from. You know, cuz people who steal keys wouldn't lie about it. But hey, at least it'd be slightly better than it is now, and if it asks people if they have a key when they create a giveaway, people who want to enter would be aware that it's a key, and (most likely) where the key is from.

Because my Skyrim giveaway was a key from Bethesda. You don't want to exclude legitimate keys from legitimate sources. We've also done a RAGE giveaway as a key from Bethesda, Prey keys, etc.

if not banned, they should be in a separate category, maybe giving a small warning to people entering about the risks?

No.. Because it's still possible to buy legal game from the store, but steam doesn't let you put in invertory..

Actually the other way around. DI keys were know to be fishy before the Steam forum hacks.

They said they had nothing to do with the Steamforums hack. And exploited keys have been going around there for like 3 - 4 months.
