You can, you just have to open a ticket for it. Support-->Create a New Ticket-->Request New Winner-->search for this GA-->select pio--> previously won the game or already in the account. Then just write to the free text box that "He asked and agreed on the reroll as you can see in the comments" or something like that. I've already did that many times when my giveaways ended up the same way. Sadly the checking logic is not perfect especially in case of bundles. Again, sorry for the caused trouble.

I know I can, I didn't want to because that would leave me liable if the key no longer works, I replied before actually looking out your account though. After looking at it I'll go ahead and do it, I think you're trust worthy(I mean your profile speaks for itself haha)

I ah see, valid point. Thanks for trusting me. If anything bad happens with the next winner of course I take full responsibility and will buy a key for her/him if needed. But that should not be the case unless something is wrong with Steam as I wasn't able to activate the key, it dropped an error that the product is already owned.
Edit: just checked my steam page just to be sure. The game was activated on my account back in 2017 so the key really should work.
