What do the region restrictions mean? Is Bulgaria restricted or not?

Intended use of the restriction is if you can see the giveaway, it's good to enter. Though I wouldn't know if the giveaway creator meant it this way.

Everything is based on your location, if you can see the giveaway, you can enter. You can't see the giveaway if you're not in the right region.

If you click on world icon by HowieGaming avatar on top of page (or here), you should see list of countries.

I know, and I have done so before i posted my question, which was if that list of countries is about which countries can or cannot activate the key, but it got resolved. The issue is resolved so no need of anymore comments (just saying for anybody else who doesn't read the whole post and wants to help). Thanks anyway - it might help others who are unaware.

Ah, ok. Small misunderstanding I guess. Well, as you know by now countries on the list can enter; more info here in the official announcement by cg:

By setting these restrictions, only users from the selected countries will be able to enter your giveaway. Ideally, you are using this feature because your gift or key is region restricted. However, you can use these restrictions as you see fit.
