The problem with video games as art worth taking seriously is that almost no video game works have actually made meaningful artistic purpose of the act of participation. Right now we're still in the equivalent of the early film era, where many films were theater scripts performed in front of a static camera. Video games are hella FUN but even the "deepest" games offer little that wouldn't be more effectively rendered as film, and the games that make best use of their players are things like Braid and the Stanley Parable where the artistic statement is insular meta-commentary on the medium.

Video games are definitely art.
You have films that can be art (consider the works of David Lynch), and you have your films that are catered towards making as much money as possible. (Of late, that would be probably most notably the Marvel Universe films.)
You have music that can be art (the works of Godspeed You! Black Emperor, in my opinion, would be a good example), and then you have music catered towards making as much money as possible. (Pop music. I don't really need to get more specific than that, do I?)
You have games that can be art (Walking simulators tend to be frequent nominees for this category, although I would mention some others. The S.T.A.L.K.E.R. games, the games of Ice-pick Lodge or ACE Team, etc.), and then you have games catered towards making as much money as possible. (Call of Duty, Battlefield, etc.)
Not to say that the borders are definite. A lot of art is made with the intent of making money off of it. (I don't necessarily feel comfortable saying "most art", but it's certainly a significant amount.) Games can both be art and profitable, just like any other form of art.
