The North America restriction has recently been added and a steam gift purchased in North America should not have a region restriction on it unless it says so in the description of the gift.

Thanks for chance on F4. North America was recently added as a region restriction, prompted I think by some bundles which have region restricted North American games in them. I think I had some Humble Deep Silver bundle keys I didn't giveaway because of the NA regional restriction. I think a few other bundles were setup this way.

If the game is bought outright on Steam I don't think the restriction will apply unless stated on the Steam page.
