Region Restrictions: Russia means this giveaway is only available to Russian accounts. I guess you wanted the opposite. On the other hand, price not set does not affect key activation. Anybody should be able to activate the key.

I probably shouldn't create giveaways just before going to bed. I obviously didn't read the small print. Will know for next time.
