You can't make GA's for Forced DLC on SG, it's not an option. Relatedly, the Train Sim DLC you made the GA for does not exist as Steam keys. Direct from Steam gifts only.

I have also since that post confirmed that the key for the Forced DLC was already used, so no need to save it.
