I'm confused as where to ask this - there's one guy https://www.steamgifts.com/user/SteppenWoolF who got permanent suspension for having an alt account https://www.steamgifts.com/user/LeroUA and he says that she's actually his wife and he can prove everything (including photos etc). I really don't know how to process this and what to say because I cannot open any of his tickets, i.e. -
