I'm a little confused by this DLC. I have the base game which says it now includes the season pass:
Rise of the Tomb Raider: 20 Year Celebration includes the base game and Season Pass featuring all-new content. Explore Croft Manor in the new “Blood Ties” story, then defend it against a zombie invasion in “Lara’s Nightmare”.
That content is the same as this DLC, so it would appear this adds nothing!
When was Season Pass included in 20 year celebration pack? I am getting conflicting results even in discussions of game. How do I check this without playing the game?
I got the game from 2017 HB Monthly. I doubt it was included back then, so I will be entering.

Rise of the Tomb Raider: 20 Year Celebration includes the Season Pass and NOT the base game which I own and I don't have this DLC.
That is for previous owners. If you buy the game on Steam now, the DLC will be included, but not for owners of the game who got it before that.
