You can't make a GA for Lucius as it was given away for free in large numbers in the past.Weird, I only see 1 game in this package, namely Lucius 2. Was Lucius 1 removed from Steam?
Edit: Steam only shows me 1 game when not logged in.

Lucius is forbidden to be advertised for sale in Germany. That's why Steam only shows me part 2 in the bundle. It probably can still be activated though.
