I've enjoyed XCOM and XCOM2 a lot... Discovered this game by luck yesterday and... What is this game about? I'm not entering because I have so many games, hope the winner plays it... I'm more interested in knowing what is this.
An expansion? spin off? xcom 3?

it's because of the way steam api reports game ownership. it has nothing to do with what you can see on steam itself
