I also own 7 out of 11, but am not entering because of it.
Ultimately, it's up to the creator of the giveaway.
Personally, I think the rules should be precise and not make the creator be the bad guy.

Actually, I firstly entered(didn't check how many games I have) and left a comment.
But after, forgot to cancel enter and check this site(my mistake). I had something others to do.
This look like an excuse. But it's true. I feel sad about it.
But I feel much sadder because you and other guy try to criticize me.

FAQ says that you shouldn't enter ga if you own the majority of the games.

Technically it is at the OP's discretion what is acceptable or not:

"We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift. In the end, the giveaway creator has the final say, and if they believe the winner owns too many of the packaged games, we'll allow them to request a new winner."
