LOL, I clearly stated that YOU have to own the base game! And since you're right about SG wouldn't allow me to enter the DLC w/o having the base game, it's pretty easy to guess that I have it., right?!! ;)))
I think it should be mentioned that even if you can't enter for DLC of a game you don't own, there are still people who can enter for what they DO own. For example, I have this DLC, but I could enter if I wanted to.

Iirc SteamGifts doesn't let you enter into giveaways of DLC of which base game you don't own. (Of course the Steam API for DLCs sometimes acts up.)

Kazerniel means that you don't have to worry. No one not owning the base game can join the giveaway for the dlc.
But I'm adding: you should check the winner really doesn't have the dlc, because having it, people technically can still join the dlc giveaway.
