Since he was so famous and a lot of French people idolized him it would make sense that his corpse or parts of it would be treated like relics. But perhaps he just held a grudge and mutilated his corpse for fun.
The penis was taken to Napoleons birthplace Ajaccio, Corsica where it was displayed as a relic, but eventually ended up in the hands of an collector...
