Even though I agree when a community self moderate themself, when I talked about this with a moderator I got the following answer.

We have no-calling out rule in place, which means you can't openly write that you think someone is breaking the site rules.
Linking to site FAQ and guidelines could be done, if you don't highlight any point you think user is "breaking".
