Yeah sadly there's a glitch with this game in the Steam API and only people who already own the game can enter for the GAs even though it's not presented as a DLC. And since the Master Spy Deluxe Edition upgrade only includes the soundtrack, even people who own the game and are entering really aren't getting much DLC for it.

I would have to add the winner on steam to check, will try. It's a mess with this game, people that don't own it cant enter, and people that own all can enter :S
