My lv7 experience told me this is not normal!!!
I had never won a game with (RU) game title and Steam store page showed I didn't own it!!!
And if I clicked the store link of this game in my Steam library, it gets me to the homepage of Steam store as if the game was removed from the store or not available in my region.
Did you ever encounter this? Did you know anyone having this issue? ANSWER THIS!!!
I'm not saying I won't mark it as received. I just want to make sure if it's safe for both my Steam and Steamgift accounts before I do this.
So I issued a ticket to ask about this "situation." I'm still waiting for their response.

I'll mark it as received once the support tell me it's safe for both my Steam and Steamgift accounts to do this.
Or you can replace with a real ROW key for this game, the game like you choose for this giveaway not showing "(RU)" in the game title, to me and revoke the old one.

If not, then I didn't get the same game as you choose for this giveaway.
And if I clicked the picture of the game in this giveaway it leads me to the Steam store page of it that shows I don't own it.
Then how do you know this won't be a problem for my accounts? Any prove?

I can tell you now I'll never install the game and I'm considering making a request to remove the (RU) title game from my Steam account permanently.
