Given how other classic SEGA games have had a similar issue, the lack of being able to determine ownership is presumably due to Gunstar Heroes being implemented onto Steam as a DLC (for the "SEGA MegaDrive/Genesis Interactive Hub"), combined with the fact that Steam doesn't ever send out any ownership data for DLCs.
Theoretically, listing a giveaway like this under one of the other [base] games in the package should [unless there's some sort of odd configuration issue with the given game] allow for SG to correctly determine ownership. :)
