the IDs of the package are different, but the IDs of the contents of the package are the same:

both packages contain 9 items, all 9 items have the same SubID in both packages
there are no region locks at all, that's not the issue
(entering 13357 as ID on game creation page does not work, Steam only has 13358 listed, but the contents are the same, and the contents have same SubID)

it would literally mean I can't give away anything at all, all my keys are for retail and steamgifts only ever allows the store page, that would make zero sense if it were set up that way.
I have keys for Poof - they are ID 28571, but steamgifts only allows 243280 - but my retail key, even if different ID, unlocks the content with ID 243280
Same for my keys for gravi, twin sector etc.
I really don't think that would be a reasonable way for this to be set up
but it's not removed from the store, I activated the retail version for myself and when I visit the store page for it, it shows as owned, even though I did not buy it through Steam, but retail copy - the retail still leads to the same core apps
