But... how would children pay? If I give them some money, then yes, they should be able to buy whatever they want if they can afford it even alone.
I am kind of struggling with understanding question itself (probably because of my English or because I am missing something, so maybe I am answering nonsense, if so, I am sorry).

The point is the children badger their parents into buying it. So they either have to waste money or feel terrible for denying their children something they really want.

Well but you as a parent should learn them why they can't have everything they want and teach them why that thing isn't important for them. I don't see problem with marketing and companies there but with parents as most of them don't have time for their own kids to teach them and being good example for them.
If they buy it with money they got from me, then I don't have problem, if they want something they can't afford you should be able to say why they can't have it and not blame companies for marketing to kids. I will give them opportunity to earn money to buy that themself (with good manners, marks, etc.). It is same as if you go with kids to market and they see something they want there. It can be toy, something sweet or anything. Cheap things you will probably buy them without words, but more expensive one? You won't buy them everything there only because they wish.

Before Christmass at least here it it normal to see a lot of TV spots with toys and a lot of things for kids and why not. At least they can say their wishes.

It depends how they market to children. If they target the children directly by saying "This is a fun product, you will enjoy it" then that is sort of bypassing the adult which is kind of unfair as the kid might not be old enough to evaluate the product for what it actually is. If they target the kid but go through the parents by saying: "This is a fun product, your kid will enjoy it" then that puts some responsibility in the hands of the parent which I think is alright.

Sadly, they are already doing it... Commercials during cartoons (and not only) are an issue.
If your kid come with you to the mall and put candy, cereals,... into your cart, there is a big reason!

NO!

Marketing to children is the third worst thing to come out of capitalism, after wage slavery and unsustainability. It is highly immoral, because children can easily be deceived by advertising, while it's their parents who have to either waste money on trash or deal with the emotional impact of denying their child something they've been hyped up about. As if parenting wasn't hard enough already. Companies who do this should be treated no better than if they committed fraud.

Edit: Fourth worst thing. I forgot all the financial shenanigans that contributes nothing to society and periodically crashes the economy.

No I don't think they should market to children. And especially not the more expensive stuff. Even if the young children get a really small allowance they can't buy most products that is marketed. So it's still forcing the parents.
