While I sympathize with your desire to make sure this game gets a good home, I should probably remind you of a few things.
There are no special rules or requirements for entering public giveaways on Steamgifts.
You are allowed, however, to "gate" them as you see fit. This is why many users hide their giveaway behind an SGTools entry point. SGTools restricts entry to the private giveaway, and so allows more control over who may enter.
Another option is to create group giveaways, where the Steam group has its own restrictions and requirements. Anyone kicked from the Steam group before the end of the giveaway is (obviously) not allowed to win said giveaway and may be re-rolled.
Private giveaways may only be entered by those with whom the URL has been shared. Anyone entering who has not been expressly invited is subject to being re-rolled.
Finally, whitelist giveaways are only open to those whom you have personally whitelisted.
As it currently stands, you may petition for a re-roll if someone does not meet the criteria you listed in your description, and if he/she has not already been penalized for his/her infraction(s), you may get a re-roll for the (now suspended) winner. However, if he/she has already "served time" for all past infractions, you will have to deliver your gift.

Thank you for the detailed information about restricting access to giveaways :) I am aware of all of that and I know that I most probably can not reroll a winner who breaks a rule I just write down in the giveaway description. But I want to do only public giveaways and as it seems many of the joining people do care about my rules and even ask in the giveaway discussions if it's okay to enter even if they did break a stated rule some time ago. And I have to say that I really enjoy that honesty and kindness! :)
Of course there are other people, not reading the description, ignoring it or joining via scripts / bots. But it's okay :)
