I can think of couple reasons.
I have no use for this key.
Some people just like to collect games to increase their library size, simply for stats.
I have some abandoned and removed from steam store games which have cards and those sells for a lot.
This one actually doesn't have any cards so probably main reason is just to increase someones gamess collection. Cheers.
