It appears that you can enter this giveaway even if you own the DLC.
I will be checking the winner and if they own the DLC, I will reroll for a new winner.

Pretty sure that SG doesn't prevent you from entering for DLC. You just need to make sure you check your winner and reroll if they already have it.
