Quite contrary - that's what it is but it's not detected on Steam as a separate app therefore SG cannot correctly identify who does and who does not already own this.
Thanks for clearing that up, now I can safely enter I suppose. I guess the way you worded it threw me off for a moment because all DLC definitely do have appids as you can see from the link. That being said, in my opinion Valve should really improve that on their end. It would save them some extra traffic.
I am sorry for poor wording, hard to explain without having to go a bit in depth... it's strange indeed, annoying also, that some are easily identified (separated from main game) and some ain't..
