Other than that, I am curious why does it matter that you delete the GA instead of just letting the winner mark as not received?
There are no repercussions for this, nor for a high rate of received versus not received. Why do you prefer that the GA is deleted if you cannot provide a replacement key?
For region lock you can ask for reroll either way, if I am not mistaken.

FYI staff don't like rerolling when region lock is the issue. If it rerolls and region restrictions are a problem again then it just turns into a never ending cycle, hence why they prefer not to.
