Simply put, I use sgtools to check my winners, for wins that are not activated, and for multiple wins. If either are true, then I will send a request new winner ticket. If the person already did the time for said crime, then the ticket gets denied, and I send the win.

Alternatively, the person can fix their non-activations and multiple wins. (multiple wins is a bit harder to fix, but not impossible, as long as they have only redeemed one of their wins, and have not used any of the other keys in any way shape or form.)

Likewise, they choose to enter, and have not done the time, and have not fixed their non-activations or multiple wins, then literally, the chances of them getting the key really is 0%, as the request new winner ticket will be granted in that case.

Now, I am not going to strictly enforce that on the outer giveaway, due to the fact that all 50 of those keys will be auto-sent. The only request new winner tickets on the outer giveaway, in this case, are going to be the ones where the winner states already having won it elsewhere. (shouldn't happen, but the auto-removal feature does not prevent them from re-entering the giveaway.)

Actually, he is telling rulebreakers to not entry in his giveaways unless they have already served a suspension, It is just a warning.

If some rule breakers decide ignore the warning and then they win, it's a nonsense because they will be suspended and re-rolled, so their chances of winning are in effect 0% from the very start.

If you are not a rule breaker then you have nothing to worry.
