sorry if i write here. i have made the ga of fallout4 goty and you have message you can enter even if you own game+season pass.
You can help me about understand how to check the season pass? if i enter your steam library i dont see season pass as game, example fallout 3 i see all. sorry for the message (and my english) and thanks

usually dlc is hidden fro mthe public, so you need to friend the winner to check their library. in this case with fallout 4, the dlc is hidden even to me -.-

i can't see anything in my library so i have to manually check by right-clicking on the fallout 4 > properties > dlc tab: https://i.imgur.com/30slkFM.jpg
you might need to ask the winner to do this and show you a screenshot, it's the only way to be sure they don't own anything. ðŸĪ”

the solution from support

Try to add Fallout 4 season pass to your basket on steam, process to buy it as a gift (not yourself). Page will show list of your friends, and information if they already own game / DLC. It is only way to confirm user owns DLC
