This is true for every DLC out there. And package deals as well (GOTY versions etc)
Steam does not report ownership of DLC through api, so SG has no way of knowing if you own it or not.

Not every DLC, there's some on here I've seen in trains and stuff that's marked me as owning them (which I did). This one though I can add another message into the mix though that it's giving me the option to enter so OP, check the winner!
