Probably because, as far as Steam is concerned, this bundle doesn't exist anymore. This is the new version of the bundle: https://store.steampowered.com/bundle/7118/XCOM_2_Collection/
There are a few on here I've come across like that. For whatever reason (most common seems to be adding a new DLC to the bundle, or when there are limited-time DLC that expire), sometimes Steam will delete an old "everything bundle" and create a new one, instead of just editing the old one. From SteamGifts' and the winner's perspective, it doesn't make any difference, the winner is still getting a bundle, in this case XCOM 2 plus DLC, and when they activate it the main game is still being activated, so that's good enough to satisfy the SG rules.
(edit:) Oh, and even if the key is for the old (deleted) bundle, it usually will still work. Deleting something from Steam only makes it so the page is no longer available to the public. If there are keys out there, they can still be activated, and if anybody already purchased/activated the deleted item, it will still show up in their library and they can still download it. In the case of bundles like this, the individual items still exist, so the keys still work fine, just the original bundle page can't be viewed.
