Kinda funny, considering that I've been thinking of buying this specifically for Japanese study. I thought "a Japanese game, so it has to have their language, right?".
This is weird. I wonder why the publisher made the decision for this regional lock.

Pretty normal. They added the original Japanese game files as a separate repository. They often go as far as registering the original as a separate game, totally separating even the Japanese community from the rest of the world. Since they are often shy to talk in international groups as the language skills of Japanese are infamously terrible, it can help them to communicate as well.
Additionally, the distributing companies for Japan/SEA are the parent company and the rest of the world is handled by child companies, so it can be also a legal thing.
And with the Square Enix HQ, the Japanese office itself, it is because they like to be dicks and offer Japanese only for the entire region instead of letting those players access the English version.

Yeah, I went through my own library and there's surprisingly little games that have JP language available. It's mainly 2K games' (XCOM, Bioshocks), Skyrim (for some reason it's even fully voiced; didn't think it's that popular over there) and some random indie games of developers that are small enough that they actually don't care, though they're mostly Japanese games with an English translation.
This made me a little worried because I decided that I'll probably buy NieR Automata during the winter sale (mostly because it's supposedly a great game despite its issues, but to some degree because of language), but thankfully Steam says that it's available in both English and Japanese (only 2 languages to have full audio).
