If you have original game, but there are no additions to it, then it's possible to participate in the distribution. But! if DLCs are issued separately!!!

If there were separate DLCs in this distribution, then yes. Otherwise, you will not be able to activate key in the library.

Why can't I? Several times I have activated more complete packs having separate elements from them in the library.
Never had a problem with that

I had a problem with activating a key from a LEGO series. When the main game is on account, and key was the main game with a season pass.

In any case, I think you can delete the game from your account and activate the key. This slightly inconvenient won't be a big problem.
