It is, kinda.
I would like to believe support will not grant you a reroll if the winner is not a member of your group.

If someone that enters legitimally wins, they should receive the gift no matter what.
Of course, you can always refrain from gifting (which would have its consequences), or you could have done the giveaway explicitly for group members, or make it private and share the link in your group.
