Nay. I loved it. It probably helped that I wasn't really following it until it was released, and it happened to be the first game I played on my new computer (my previous one was 8 years old).

If one was expecting an RPG, then maybe yea. As a game it's solid. Pretty much an open-world FPS with RPG elements.
