Correct, and that is against the rules (on both your parts - yours for marking received when you did not receive the game.). In looking at their history, it is apparent they are skirting the rules on all their GAs. By checking the game as received, you are giving them credit for following through on their part of the bargain, which they did not. In the eyes of the system, the giver has the ability to gain levels on the site, and therefore, better odds of winning, even though they have cheated.
On the other hand, if you're not aware, your future wins can be revoked and you can be suspended by having that flag set as received when you do not have the game on your account.
Again, it is in everyone's best interests if you un-mark the game as received and submit a ticket to support to investigate.
