And no, you're not quite right- so long as a private profile user deletes the game from their library each time before their SG syncing, there's no record whatsoever that they already owned the game. Meaning, they can fake a way to get a high value game for resale/trading purposes. So there is not only a way to enter a giveaway, but for staff to not even know about the manipulation, even if we assume the site does keep extensive library records for a user.
