Has a bunch of restrictions according to the game's page on Fanatical. Steamdb shows many possible restrictions. It does appear that restrictions set on the Fanatical page are exaggerated.

Fanatical seems to sell ROW keys for Europe (maybe) as it says you can activate the key in Pakistan (so at least EMEA), Korea (maybe an error or ROW/WW key), NOT in china (as usual), NOT any CIS except Georgia, NOT is most LATAM countries but in Dominican Republic or French Guiana will activate.

So from this i believe Fanatical is selling ROW keys (at least in EU).

For this game there are the following regions: WW (World Wide), ROW (Rest of World), EMEA (Europe, the Middle East and Africa), European Retail, LATAM (Latin America), CIS(Commonwealth of Independent States), Korea and china, so it's a clusterfuck.
In this case CIS is named as Restricted.

WW: You can activate it anywhere (rarely with exceptions)
