I'm not 100% sure he is French. His only region-locked giveaway was for CIS. (Which, sadly, would fall into pattern to other people from that region who shown an incredible lack of basic manners in the past week in my giveaways.)

In this case I would have learned a bit of Russian or something like that - and I was already wondering, because I always thought "Thank you" in French would be "Merci". ;-)
In earnest, "lying" (not a big lie though, and after all they could be living there despite being born elsewhere) about the home country, would just match the all in all very shady profile(s) - but just as you said, it's so very sad, when people meet the stereotypical preconception so perfectly.

Eh, assuming that the French flag is really false, it wouldn't mean much. I often saw people giving the flag of their favourite football team for their profiles, or using similar reasons. It is true though that scammers like to use Western countries on their profile, even when their wall is full of Cyrillic or simplified Chinese characters, pretty much instantly giving away the true residency. :)
Also, "kurwa" means "whore" in a set of Eastern European languages.

Blacklist prevents future entries, but if you managed to enter a giveaway, then the creator cannot achieve anything with blacklists.
Plus he is not even close to the worst I've seen thus far on the site.
And if he won, I'm somewhat sure I could reroll on inappropriate behaviour claim.

But you didn't blacklist him or any of the worse users (or already un-blacklisted them), so it would be possible for them to win a future GA from you. And it doesn't sound like you would ask for a reroll even in case he would win ; )
Do you just shrug and think "Random guy on the internet, whatever" or what's your secret? ;D Because I blacklisted him for insulting someone in this case: you ;) because he again: you ;) made multiple GAs on a website for making GAs... And he is so far the first one to win an entry on this list.
