Just to make sure you now know how to set up regional restrictions:

Select the countries where your gift or key can be activated to limit your giveaway to the appropriate users. If you choose one of the preset regions, please double-check the region accurately represents your giveaway.

So you select all countries where your key or gift will work. Not where it will not work.

If you have key that will not work in Germany - you select all countries apart from Germany
If you have key that will only work in Germany - you select only Germany

If it happens that winner of your previous giveaway can't activate game - they will need to mark giveaway as not received if they do not received game listed in the giveaway. Otherwise they risk being suspended for inactivated win.
