How do you know they aren't giving away the complete pack? The person has done 61 GAs on their profile and all of them are marked as received. On top of that, they have been a member for 2 years. I would think they would know all of the rules by now.

If you're not giving the exact game showed on GA you'll get a ban, I recommend deleting this GA if this doesn't include the DLCs.
