I think you have a point. I've removed him.
This being said, I have no chances to recognize any multi account by myself. I use EGST/ SGTools to check for bans and so on, but thats limited to the current account =/

I use sgtools too, mostly only for my winners ... because all reports that aren't for actual winners take up to 1 year to be handled :o(
The most multiaccount users aren't smart and have mostly very similar names, avatars, are friends at steam and such stuff.
But that don't count for all.
I work online mostly in the security and moderation section for groups, discords etc. and have a lot to do with "bad apples" and how to prevent that they enter groups/discords and/or don't do damage.
So i am mostly the man at the door that grant the access or kick^^
It is a good training to catch a higher ammount because i had many examples in the past (and learned from it/them) and use extern tools too, as example steamrep.com
And i have a lot of connections to different admins and can spread the word outside of sg (at sg is each word a risk for "calling out" -and to say nothing is difficult when you find someone with 38 not activated wins and such stuff....-)

I've seen 5 unactivated or multiple wins before and was always frustrated when the Support only answered "Suspension has been served" and the User could go on a few weeks later.
I always wondered what it takes to get a permanent ban. (dont wanna feel it for myself though)

The highest one a fem. friend found were with 46 not activated wins.
Both got perma suspended.
The reason why so much with 5 unactivated wins are still active is because the rules were in the past much softer and they can't punish someone two times for the same rulebreak (it's fair but frustrating).
If they really want to stop it cg would implement automatic checks if someone don't activated a win after 2 weeks (or such a timeframe) and if that weren't made then suspend that one till he do so. BUT with a new ticket category that would be managed with express because of possible false positives of games.
