No it doesn't, it's only required for syncing once a week:

You'll need to switch to a public profile when registering, so we can confirm you have a legitimate Steam account that meets our minimum requirements. From that point on, you can use the site with a private profile, however, if you wish to enter giveaways, the site will ask you to switch to a public Steam profile once a week to bring your account up-to-date.

But if you want to check my profile for multiple wins etc. before sending the gift I have no problem to turn my profile public for a short time (which I did just now so you can check via SGtools or however you seem fit.) :)

It was just that the sentence sounded like you were saying those profiles weren't allowed^^

How can you check if someone already won the game if their profile is hidden on steam? That info would be really helpfull. I tried to look on steam gifts tools but i guess i could not figure it out :)

Ah no that's not possible, if someone wants to check if I broke rules before sending the key they have to contact me via message so I switch to public for a short amount of time.
Even the SGTools check won't work with a private profile.

It's just that either nearly none cares about their winners or I get a lot of free passes (maybe for being seen in the forum!?).
So far with all my wins you're only the 2nd who messaged me about wanting to check for multiple wins/unactivated games.^^
