No, you don't get it: I don't own the base game, I only own some dlcs, but Steam thinks I actually own the base game. Hence I can't enter this giveaway :c

Technically you do own the base game as the standalone DLCs have to create a fake entry for it in order to be redeemed.
In this case the base game is actually a DLC called "Standard Game". It's not the only game on steam that functions in this manner.

You could always try removing the game though in this case I'm not sure how that would work. And you're only unable to enter giveaways it can still be activated if acquired elsewhere. I was in exactly the same situation and managed to find a cheap retail copy.
