I won Embr at PA and an achievement popped up when it wasn't supposed to, just going to provide info in case it's needed.
I also submitted it as an entry for this month's PAGYWOSG, so here's a copy-paste of what I wrote there, if that's okay.
I think I lost internet or Steam had a brainfart because the achievements "Growing Your Client Base" and "Privatization to the Rescue" have the same timestamp when viewed online but mine looks like this: https://i.imgur.com/h7Mdhra.jpeg
Also, "Growing Your Client Base" popped up as intended (after finishing second district) but "Privatization to the Rescue" didn't pop up when it supposedly should have because it popped up after dying for the first time on the final mission (supposedly it should pop up at the end of the game, together with "Leveraged Buyout").
